Set it. Forget it.

No database. No login. No analytics dependency. No framework update treadmill. Just static HTML, CSS, and a tiny bit of JavaScript that GitHub Pages can serve forever-ish.

Why does this exist?

Because personal websites were more fun when they were allowed to be personal. Also because owning a domain and not putting weird little pages on it feels wasteful.
